Problem

Before the intervention, the tribal farmers of Dadra and Nagar Haveli faced numerous challenges in accessing fertiliser subsidies. Delays in transfers led to missed agricultural timelines, while the distribution process was often compromised by pilferages. Manual processing of applications opened the doors to fake beneficiaries and led to calculation errors in subsidy amounts, further depriving genuine beneficiaries.


Solution

To address the problems, a comprehensive digital solution was designed and implemented. A tech platform streamlined the acceptance and evaluation of applications, thereby creating a trustworthy digital database of beneficiaries. The use of Aadhaar-based authentication, coupled with digital land record validations, ensured that only genuine tribal farmers received the subsidies. Automated calculations eliminated human errors, and direct bank transfers through PFMS DBT Mode ensured timely and transparent disbursements.


Outcomes

Post-implementation, the tribal farmers of Dadra and Nagar Haveli reaped the benefits of an efficient and transparent system. The timely availability of subsidised fertilisers meant they could optimize their farming practices. The direct transfer system eradicated pilferages and ensured that genuine beneficiaries received the rightful subsidy amounts without discrepancies. The results demonstrated how digital interventions can bring transformative changes to traditional systems. The initiative marked a pioneering approach by being the first to transfer fertiliser subsidies directly into the bank accounts of tribal farmers, setting a precedent for potential future applications in other regions or sectors. 

The successful implementation has paved the way for future expansion and enhancements. Plans include dynamically linking the tech platform with the Digital Land Record Base of Dadra and Nagar Haveli, eliminating the need for manual document uploads. The system’s adaptability also presents opportunities to converge with other government schemes, ensuring a broader range of benefits for the tribal farmers. Total beneficiaries: 1995 Farmers. Future prospects include eliminating manual document uploads and ensuring subsidies are transferred based on specific agricultural timelines. There is a potential to use the digital farmer database for other government schemes and plan to connect the tech platform with Dadra and Nagar Haveli’s Digital Land Record Base. The initiative underscores the transformative potential of technology in governance, especially in sectors crucial for the grassroots population. With future expansions and a dedicated budget of Rs 50.00 lakhs, the project is poised to further enhance the livelihoods of tribal farmers in Dadra and Nagar Haveli.
